In World 231, several major factory incidents occurred in a short period of time. Through investigation, the incidents were found to be caused by unethical practices. It was discovered that most of the facilities involved were connected to a well-known fashion brand. International governments were forced to step in, creating the International Production Ethics Guidelines (IPEG).
Regulation requires strict monitoring of factories by third parties, and companies must keep detailed reports of outsourcing facilities and operations. In addition, companies must provide above average wages to all workers, no matter where they are operating. People become accustomed to buying second-hand clothing due to production of clothes being paused during implementation of these regulations. This also created less demand for brand-new clothes, forcing companies to produce less overall and in turn creating less waste.
