In World 68, people only wear black and white, no color clothes, only monochrome. The government started to make a regulation for people to wear something simple and colorless. It does makes it easier for people to choose something and creates unity (no artificial color too). It is either all black or white, no color pollutions. Although, it seems cruel, it is actually something nice to do since all people will dress accordingly.
